The Planning
& Zoning Division ensures that the excellent quality of
life in Winter Park is maintained and enhanced by providing vision,
guidance, and control over development.
The Planning Division prepares the Comprehensive
Plan and Land Development Code and provides information about these
documents as well as various zoning codes to the residents, property
owners and business owners of Winter Park. It serves as liaison
to the Planning and Zoning Commission, the Mayor and City Commission
in the review of applications for rezoning, subdivisions, conditional
uses, annexations and waterfront site plans. It also advises applicants
about the review process, notifies adjacent property owners of sites
under review and provides consistency in decisions related to the
Comprehensive Plan. The Planning Division administers the City's
Affordable Housing Program. The Division serves as liaison to regional
planning and community affairs committees, and researches and prepares
reports on emerging issues. It reviews plans to ensure compliance
with Facade Design Guidelines and provides architectural design
services to the City. The Planning Division coordinates business
and residential redevelopment as well as improvement and enhancement
activities within the Winter Park Community Redevelopment Area with
the Community Redevelopment Agency and Board.
In order to ensure that new development and new
buildings are constructed in compliance with the City's Building
and Land Development Codes, the Code Enforcement Division coordinates
the review of construction plans, performs inspections and issues
permits and certificates of occupancy for building projects, including
the issuance of all building, electrical, plumbing, mechanical,
gas and demolition permits. Through this Division, the City participates
in the regular updating of our building codes at national, state
and local levels to ensure the highest level of standards for our
citizens. This office also issues occupational licenses for all
businesses and issues construction trade licenses.
The division administers Housing, Zoning, and Property
Maintenance codes, as well as requests for zoning variances. Code
violations that are not corrected are referred to the Code
Enforcement Board, which meets monthly. |
