The Utility Administration
Division provides leadership, direction, rate and fee development,
and long term planning and assistance for the city’s potable
water, wastewater and reclaimed water utilities. The potable water
utility consists of the pumping and treatment of natural groundwater,
and the distribution of potable water. The wastewater utility consists
of collection, transmission, treatment and disposal facilities for
domestic, commercial and industrial wastewater.
The city also provides reclaimed water for irrigation
to the Interlachen and Winter Park Pines golf courses, Cady Way/Showalter
Field and the Glen Haven Memorial Park cemetery. This division developed
and monitors a contract/project tracking program to monitor all
of the Interlocal Agreements, provide notice for all critical dates
for renewal, notification for warranty re-inspections etc. that
the Utility Department is involved in. Utility services are provided
to approximately 23,000 customers receiving potable water and approximately
15,000 customers using the sanitary sewer system. These customers
are located within the corporate limits of the City of Winter Park
and in unincorporated areas of Orange County, located east and west
of the city limits.
The administration provides coordination with local,
state, and federal regulatory agencies including the Environmental
Protection Agency (USEPA), the Florida Department of Environmental
Protection (FDEP), the St. Johns River Water Management District
(SJRWMD), the South Seminole North Orange County Wastewater Transmission
Authority (SSNOCWTA), the Orange County Environmental Protection
Department (EPD), Orange County, Seminole County, the City of Orlando,
design consultants and other departments within the city. This division
has a staff liaison on the Utility Advisory Board that has recently
been expanded to include Board review of all utilities within city
right-of-way and review of franchise area agreements. The utility
administrative division also functions as the liaison between city
residents and our franchise solid waste management contractor.
The division consists of the Water & Wastewater
Utility Director, Assistant Utility Director, a Utility Engineering
Technician, an Assistant Construction Project Manager, a Public
Works Purchasing Liaison, and a Staff Assistant.
