Energy Conservation Rebates and Incentive Program

The City of Winter Park is now offering rebates to Winter Park electric residential and commercial customers for implementing energy conservation measures at their home or business. The links below will provide further detail as to the specific items included in the program.

For energy saving ideas prior to scheduling an energy audit, please participate in the city’s Online Energy Audit which will help you better understand and manage your home energy costs. To take advantage of conservation measures and rebates for your home or business, here are the steps to get started:

1. Request an audit by calling 407-599-3457 or emailing mbrown@cityofwinterpark.org
2. Complete a Home Energy Check Audit with our auditor, receive a list of conservation measures that are eligible for rebates.
3. Hire a contractor to install the eligible conservation measures.
Please note: You must complete a free Home Energy Check with a qualifying recommendation to be eligible for any incentives. New construction projects involving more than two-thirds of the square footage of the original structure are not eligible for rebates or incentives.

Residential Customers

  • Duct Repair:

    Checking to see if your air duct system is properly sealed is an inexpensive first step to making your home more energy-efficient. The city will pay half the cost of the duct test – $30 of the $60 cost for the first unit at your home, and $20 of the $40 cost for each additional unit at the same home. If we find any problems we’ll pay up to $150 toward the repair.


  • Attic Insulation Upgrade:

    Over time, attic insulation settles which reduces its insulating barrier and its ability to keep hot air out of your cool house. Having insulation added to under-insulated areas in your attic is one of the easiest ways to help you lower your energy bill. The city will even pay $75 – or more – to help you upgrade your attic insulation.


  • Heat Pump Replacement:

    If you have an older home, it's probably underinsulated. Today’s heat pumps are much more energy efficient than they were just 10 years ago. Replacing a 12- to 15-year-old unit with a new highefficiency heat pump could save you up to 30 percent on your energy bill. The city will pay up to $350 when you upgrade your old heat pump or heat strip.


  • Energy-Efficient Windows:

    Reduce the amount of the sun's heat that enters your home, increase your comfort, and lower your energy costs by installing energy-efficient replacement windows, window film or screens on your home. The city will pay up to $250 when you upgrade to energy-efficient windows or make your existing windows more energy efficient.


  • Wall Insulation Upgrade:

    Properly insulating your walls improves your home’s comfort and makes it more energy efficient. To help make this home improvement more affordable, The city will pay 20¢ per square foot – up to $300 – when you add injected wall foam insulation to your home.



  • Reflective Roofing:

    Reducing the temperature on your roof translates into lower temperatures in the attic and throughout your home. The city will pay up to $40 for a manufactured home and up to $150 for a single-family home when you apply or install an ENERGY STAR qualified reflective roof product to make your home more energy efficient.


  • Solar Water Heating:

    A new solar water heating system can save up to 85% of your water heating costs. The city will pay a $550 rebate to help with the cost of the system.

Energy-efficiency is one of the few investments that can help you gain a return on your energy bill and on the value of your home. Listed are home improvement rebates offered by the City of Winter Park and available exclusively to the City of Winter Park Electric Utility customers. Other requirements and limits may apply.

Business Customers

  • Building envelope improvements:

    Cool roof: Install a cool roof and save up to 15% on A/C costs while earning10 cents/ sq. ft. max. $15,000 per building.
    Ceiling insulation upgrade: Earn up to $100 for R-30 plus earn up to 7 cents per sq. ft. above 1500 sq. ft.
    Green roof: Green roof installation could save up to 20 % of water and energy costs and earn an incentive of 25 cents per sq. ft.
    Roof insulation upgrade: Upgrade roof insulation and save up to 15% of HVAC costs and earn an installation incentive of 7 cents per sq. ft. up to $15,000.
    Window film or screen: Incentives for a window film or solar screen upgrade include 75 cents per sq. ft. and up to $55 per room for facilities with multiple rooms.


  • HVAC equipment improvement:

    Air-cooled and water-cooled Electric chillers: Install a high efficiency chiller or rooftop unit and save up to 25% annually of your cooling costs and earn rebates based on the system installed.
    Heat pumps: Save up to 40% annually of cooling and heating costs and earn rebates from $85 to $350 per system, depending on its size and efficiency rating.
    Thermal energy storage: Earn up to $300 per KW of reduced cooling load at peak times.


  • HVAC-system-related improvements:

    Demand control ventilation (DCV): Earn up to $50/ton incentive.
    Duct test Duct repair: Similar incentive to residential duct test and repair. Energy recovery ventilation (ERV): Earn a onetime incentive of $1/CFM up to a maximum of $15000.
    PTAC steam cleaning: Earn a onetime rebate, other requirements apply
    Rooftop unit recommissioning: Earn an incentive of $15 per ton


  • Indoor lighting improvements:

    Efficient indoor lighting: save up to 50% of lighting energy costs and earn from $1 to $5 per fixture replaced.
    Occupancy sensors: save up to 30% on lighting energy costs and earn rebates of $10 to $20 per sensor.



  • Industrial energy improvements:

    Efficient compressed air system: install a high efficiency compressed air system and earn a $1350 rebate.
    Efficient motors: install high efficiency motor and earn a rebate of $75. Other requirements apply.
